Programme Management Officer

About the role

The United Nations Office of Counter‑Terrorism (UNOCT) is seeking a Programme Management Officer based in Ashgabat. The incumbent will lead engagements with Central Asian member states, regional organisations and civil society, and will manage capacity‑building projects funded through extra‑budgetary means.

Key responsibilities

• Lead local engagements with the governments of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan on counter‑terrorism and preventing and countering violent extremism (PCVE) issues, particularly the Joint Plan of Action for the UN Global Counter‑Terrorism Strategy in Central Asia.
• Coordinate closely with the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) and regional bodies such as the Shanghai Cooperation Organisation and the Commonwealth of Independent States on joint projects.
• Oversee implementation of programmes and projects from the regional presence in Ashgabat and ensure alignment with other UNOCT thematic programmes.
• Monitor and analyse project development, review documents and reports, identify issues and initiate corrective actions.
• Provide technical assistance related to capacity‑building and ensure follow‑up actions with relevant parties.
• Travel as required to fulfil duties and represent UNOCT/UNCCT in the region.

Required profile

• Demonstrated ability to engage with government officials and regional stakeholders on counter‑terrorism and PCVE matters.
• Experience in coordinating multi‑agency projects and joint initiatives.
• Willingness and ability to travel regularly within Central Asia.
