Project Manager – Health Laboratory Strengthening

About the role

UNDP Turkmenistan is looking for a Project Manager to lead the “Strengthening clinical laboratory services in Turkmenistan 2026‑2027” (Lab‑2) project. The role will provide strategic direction, coordinate implementation, and support health system strengthening across primary, secondary and tertiary care facilities.

Key responsibilities

• Manage daily project activities to meet donor‑approved performance indicators, budgets and work plans.
• Monitor programme impact, analyse results and take corrective actions to stay on target.
• Prepare and submit regular programmatic and financial progress reports in English, Russian and/or Turkmen.
• Organise Project Board meetings at least twice a year and ensure effective communication with the National Partner and UNDP senior management.
• Develop annual work plans, track deliverables and manage project spending in line with UNDP rules.
• Coordinate international and national consultants, oversee data collection, analysis and public outreach.
• Handle procurement, draft Terms of Reference and manage requisitions through the UNDP Quantum system.
• Ensure financial accountability, monitor budgets, and prepare final project review and combined delivery reports.
• Support resource mobilisation for new projects in collaboration with the Head of Portfolio.
• Travel to project sites within Turkmenistan and, when required, attend relevant international meetings.
