Programme Analyst, Gender and Social Policy (National Officer)

About the role

The Programme Analyst, Gender and Social Policy is based in the UNFPA Turkmenistan Country Office in Ashgabat, under the guidance of the Head of Office. The analyst gives technical guidance and policy advice to advance UNFPA programmes on gender equality, related social policies and legal frameworks, with a focus on developing and enacting gender-based violence (GBV) legislation, building a multisectoral response to GBV and ensuring a gender-responsive approach in the social sector (health, education, social protection). National Professional Officers must be citizens of the host country.

Key responsibilities

• Analyse political, social and economic trends and give input to programme planning, evaluation, joint UN initiatives and national development frameworks, and monitor results against the portfolio.
• Design and manage the country programme components on gender equality and social policy, and guide the application of corporate policies and procedures.
• Strengthen capacity of individuals, communities and institutions to address gender discrimination and harmful norms, and support national institutions in integrating GBV prevention and response into health services and in multisectoral coordination across education, justice, law enforcement and social services.
• Interpret the socio-cultural and economic environment, suggest amendments to national legislation and legal procedures, and prepare briefs for policy dialogue and advocacy.
• Report on programme implementation and expenditures, recommend corrective actions, and document lessons learned and best practices.
• Take part in the UN Human Rights, Gender and Youth Theme Group, build partnerships with UN agencies, government stakeholders, donors and civil society, and help mobilize domestic resources.
• Prepare project summaries, donor profiles and other documentation for donor meetings, and coordinate programme implementation with national partners and UN and development partners.
