International Consultant – Protection Mechanisms & SOP Development for Migrants

About the role

The International Organization for Migration (IOM) is seeking an experienced international consultant to assess and strengthen protection mechanisms for migrants in vulnerable situations in Turkmenistan. The consultant will lead a national needs assessment, map existing tools and procedures, and produce actionable recommendations.

Key responsibilities

• Conduct a comprehensive assessment of current protection mechanisms, legal frameworks, SOPs, tools, and inter‑agency cooperation.
• Identify gaps and challenges affecting children, trafficking victims, and other vulnerable migrants.
• Develop, update, or adapt SOPs, practical tools, and guidelines to improve service delivery.
• Prepare a detailed report with recommendations for the IOM Project Manager and relevant government authorities.
• Facilitate knowledge sharing and capacity‑building sessions with local partners.

Required profile

• University degree in law, international relations, migration studies or a related field.
• Proven experience in protection assessments, SOP development, and migration‑related projects.
• Familiarity with Central Asian migration contexts and gender‑ and age‑sensitive approaches.
• Strong analytical, report‑writing, and stakeholder‑engagement skills.
